eun? >> jerry, thank you. this is happening right now on 16th street in e columbia heights neighborhood. tracee wilkins is on the scene with the latest. tracee, good morning. >> reporter: good morning, eun. i'm told by witnesses this was an incredibly graphic scene, violent scene for folks who saw whahappened to the people involved in the fire. i'm told before firefighters arrived on the scene people were out in front of the building who had been burned trying to escape the fire as well. so we're joined live now. fire chief here for district of columbia. tell me what happened. >> first of all, good morning. 3:45 d.c. fire department received a call for a building fire on 16th street nortest. first unit arrived within one minute. upon arrival, they had heavy

fire conditions from the fifth floor at which point they had numerous ladder rescues, people hanging from the windows. they went into rescue mo as well as going in to attack the fire. on the fifth floor, they found they had a fire out in the common area of the hallway making it even tougher for the occants abo the fifth floor to escape down the interior stairways. so we transported eight patients. we're evaluating 40 more who may need further transport to the hospital. ma sure you have a working smak detector, have two ways out of your house and a meeting point. >> at least oneerson jumped from the building. we're talkingt least one critical injury. >> that's correct. we have had two critical injuries at this time. one was possib a jumper. we're still gathering all the information from witnesses here.

5:14 is your time now. breaking news out of northwest washington where crews are battling a fire at a eight-ory apartment building. firefighters say as many as 40 people are being treated on the scene. eight people were taken to the hospital, two with critical injuries. we have a crew there and we'll bring you an update at 5:30. police looking for suspects after a deadly shooting in northwest washington. people were leaving a funeral when someone startediring shots at the cars which then crashed. police believe the shooting may have been gang related. were toer president jimmy carter is expected to be in washington today even though h is still at a cleveland hospital this morning. president carter was hospitalized yesterday after experiencing stomach pains on a

flight from atlanta to cleveland. doctors decided to keep him for the night but say it was purely precautionary. president obama will wrap up his four-state campaign tour today. he's trying to rally democrats before november's midterm elections. he will hold a backyard discussion with voters in des moines, iowa before coming back to this area and richmond. democrats are in danger of losing control of the house and senate, many observers say. it has been seen as a maryland political horse race up until now. a new poll shows it was just five weeks until election day. one of the candidates may be pull away. the new washington post poll says governor martin o'malley leads 52% to 41%.

started until they're able to bring in dogs and actually see if there was an act sell rant. this was an unusual location for fire. we had original reports that it looked like trash or something was set on fire if a hallway just outside the fifth floor stairwell. that's what made it difficult for some folks to get out of the building. firefighters still on the scene. you can see their ladders fr where they had to actually climb to rescue some people. some folks ran out of the building on their own to sety. and from what fire officials are saying, they may have actually run through t fire. that caused serious injury. here's what we know about injuries. 40 folks are being aluated on the scene. eight transported. five to the burn center. two to george washington hospital. one child taken to children's hospital. there was also a jumper in the fire who is now in critical

it's beginning to move up from a developing tropical system. this is right now sitting right over cuba. but the winds ahead of that system are streaming moisture up into the carolas and coming into southern virginia. this could become tropical storm nicole later today. all this moisture could certainly bring us more rain. for the morning hours it's going to be a cool morning with some sunsne. sunrise is a little pst 7:00 this morning. and then by noon time, thickening clouds in the low 70s. rain likely developing mid to late afternoon. light rain initially. overnight tonight, moderate rain through the evening and heavy rain after midnight. flooding likely. maybe thunder and lightning. and then tomorrow afternoon that rain should taper off and i setting the stage for a dry and cooler weekend. sunny, saturday afternoon. upper 60s to near 70s.

chance at life thanks to someone who just happened beyond him. john ip inhas the story. >> reporter: at ten pounds, thomas, 6-year-old poodle m, is half the size he's supposed to be. his playful attitude and upbeat spirit can't mask his shocking condition now visible at the washington humane society rescued him and shaved away his discolored hair. >> he was extremely matted. he had mats all over his body. he's obviously underweight. he does have ear infections in both ears. >> reporter: the humane society says he's lucky to be alive. he was found next to a dumpster here in southeast sometime monday morning. it wasn't his barking that was heard. a maintenance worker noticed a suspicious cage. it's not clear who dumped him or how long he was sitting in a crate covered by a bnket but officer jennifer gardener can't belive a human being would do this to an animal.

>> the crate was lthy. d probably weeks's worth of urine and feces inside the crate. no food. no water. just really filthy. >> reporter: the washington huma society is offering a $1,000 reward for information leading to an arrest and conviction. but they're hoping the story will teach pet owners there are other options outhere. >> if you can't take care of your dog, you can always surrendeto the shelter. we're open 24 hours a day, 7 days a ek. so it's just inexcusable to throw your dog out with the trash. >> reporter: thomas is recovering, eating steady mes and enjoying the company of others. he's not ready to be adopted yet. but in two weeks, once he gets his weight up and is cleared by the doctors, the washington humane society hopes to find thomas a good hom two men suspected of stealing a mini van were caught by police after one of them wad to a police officer. they were both arrested and charged with grand larceny any.

the two drove by movie co.theater and waved at a detective in uniform who was working security detail. the dective, who knew the driver to be a gang member, ran thelates for the van through a computer database and discovered that it was stolen. police caught up with the vehicle a short time later and arrested both men inside. >> friendly is one word. where students are ditching textbooks in exchange for ipads. at least 40 people being treated fornjuries from a high-rise apartmentire in northwest washington. live look outside right now. 63 degrees. we'll have weather and traffic together on the ones coming up next at 6:00 a.m. stay with us.
